FORMAÇĂO E TRANSFORMAÇĂO DA CENTRALIDADE INTRAURBANA EM BRASÍLIA...Resumo .As transformaçőes da sociedade atual associadas aos novos padrőes de produçăo e aos avanços tecnológicos alteram profundamente as dinâmicas urbanas. Diante de uma urbanizaçăo que se intensifica e se dispersa a cidade năo permanece a mesma juntamente com ela săo redefinidos o centro e a centralidade intraurbana forma e conteúdo do espaço urbano. O centro deixa de ser o lugar referencial da centralidade ao mesmo tempo em que surgem novas formas urbanas de uma centralidade que se dispersa no espaço em múltiplas áreas se fragmenta em centralidades distintas e se expande na formaçăo de grandes centros. Perante o quadro de transformaçőes o tema da centralidade assume importância e requer o seu aprofundamento. No sentido de contribuir na compreensăo do fenômeno e no esclarecimento sobre a açăo do poder público como agente do processo de formaçăo e de transformaçăo da centralidade intraurbana o objetivo deste trabalho é o de identificar o papel de instrumentos de atuaçăo do Governo do Distrito Federal como os planos diretores urbanos e os investimentos em infraestrutura viária nesse processo. O recorte empírico da investigaçăo é a realidade urbana de Brasília. Em sua abordagem foi primeiramente contextualizada e caracterizada a formaçăo da sua centralidade. Em seguida săo analisados os Planos Diretores de Ordenamento Territorial e os investimentos em infraestrutura viária realizados pelo Governo do Distrito Federal nos últimos doze anos em seus efeitos sobre a transformaçăo dessa centralidade. A análise dos instrumentos é pautada em elementos espaciais necessários a sustentaçăo da centralidade indicados como: a concentraçăo de atividades e a acessibilidade urbana conferida pela infraestrutura viária. PALAVRAS-...Abstract .The transformations of the present society added with new patterns of production and technological advances change deeply urban dynamics. Before urbanization is enhanced and becomes sprawl cities change. As a consequence not only downtown but also the urban centrality configuration and subject of the urban space are redefined. Downtown is not the referential place of centrality anymore at the same time new urban configurations spread in multiple areas break up in different centralities and enlarge in the formation of large urban centers. Considering this frame of changing the topic of centralization takes in an importance and requires a thorough study. With the purpose of giving a better understanding of such phenomenon this present work focus on the performance of the State as agent of the process of formation and changing of the urban centrality. It analyses how the performance of the state interferes in the city using means such as urban plans and investments in urban transport substructure. The empirical emphasis of this investigation is the urban reality in Brasilia. First the formation of its centrality is described and put in a context. Furthermore it is discussed how the Plano Diretor de Ordenamento Territorial and investments in the urban transport substructure that have been accomplished by the Federal District Government in the last twelve years can affect Brasilia urban centrality.
