A produção da moradia e a política habitacional no Brasil, no âmbito do espaço urbano, tem se realizado de maneira articulada entre o poder público e os agentes econômicos desde a década de 1960. No âmbito dos processos e dinâmicas socioespaciais contemporâneos, as políticas habitacionais têm contribuído para uma produção desigual do espaço urbano das cidades marcada por uma hierarquização e fragmentação do espaço pelo setor imobiliário. Na escala nacional, o Governo Lula definiu medidas para preservar a economia brasileira, apostando, inclusive, no setor habitacional. Assim, no início de 2009, foi lançado o Programa Minha Casa Minha Vida (PMCMV). Na escala local, a cidade de Ananindeua passa a ser um espaço estratégico no âmbito dos investimentos do PMCMV. Esta dissertação, portanto, analisa o PMCMV e suas implicações na produção de desigualdades socioespaciais na cidade de Ananindeua (Pará) até o ano de 2016. Para tanto, propõe inicialmente uma análise da relação
entre os conceitos de produção do espaço urbano e desigualdades socioespaciais. Optou-se por uma abordagem teórico-metodológica interescalar articulando as escalas temporais e espaciais no que tange às políticas habitacionais implementadas até então e seus rebatimentos na escala nacional até a escala da cidade de Ananindeua. Além disso, lançamos mão de alguns elementos para a compreensão da questão da moradia na escala nacional até a escala da cidade pesquisada. Sendo assim, fizemos breves considerações a respeito do PMCMV, sua gênese, estrutura e relação entre a produção habitacional do programa e os impactos no déficit habitacional nas escalas nacional, regional e local. Por fim, a partir da abordagem escolhida, defendemos a ideia de que o PMCMV interfere na produção de desigualdades socioespaciais na cidade de Ananindeua (Pará) como expressão de uma produção desigual do espaço urbano.

The production of dwelling and housing policy in Brazil within the urban space has been carried out in an articulated way between the public power and economic agents since the decade of the 1960s. In the context of contemporary socio-spatial processes and dynamics, housing policies have contributed to an unequal production of the urban space of cities marked by a hierarchy and fragmentation of space by the real estate sector. In the national scale, the Lula government defined measures to preserve the Brazilian economy, betting on the housing sector. Thus, in early 2009, the “Minha Casa Minha Vida Program” (PMCMV) was launched. On the local scale, the city of Ananindeua becomes a strategic space without PMCMV investment rights. This dissertation, therefore, intends to analyze the PMCMV and its implications in the production of social and spatial inequalities in the city of Ananindeua (Pará) until the year 2016. For this, it initially proposes an analysis of the relationship between the concepts of urban space
production and socioespaciais inequalities. It was opted for a theoretical-ethodological
approach to interscalar, articulating the temporal and spatial scales with regard to the
implemented housing policies implemented until then and its rebeatations on the national scale up to the scale of the city of Ananindeua. In addition, we have launched some elements to understand the issue of housing on the national scale up to the scale of the surveyed city. Therefore, we made brief considerations regarding the PMCMV, its genesis, structure and relationship between the housing production of the program and the impacts on the housing deficit in the national, regional and local scales. Finally, from the chosen approach, we advocate the idea that the PMCMV interferes in the production of Socioespaciais inequalities in the city of Ananindeua (Pará) as an expression of an unequal production of urban space.
