A Região Metropolitana de Fortaleza foi instituída na década de 1970 como fruto de uma política nacional de planejamento, cuja finalidade era integrar o território nacional e expandir o modelo urbano-industrial de crescimento. As áreas metropolitanas fornecem mão de obra necessária à indústria e mercado consumidor, por isso contaram com incentivos fiscais e creditícios para que fomentassem o desenvolvimento brasileiro. O objetivo deste texto é investigar as condições históricas que possibilitaram a metropolização da capital cearense e, dessa forma, permitir uma compreensão do processo de urbanização para além do aspecto fenomenológico.Palavras-chave: urbanização, metrópole, cidade, Fortaleza e planejamento urbano. FORTALEZA WAS BY AIRS: BASIS OF METROPOLIZATION Abstract The Metropolitan Region of Fortaleza was established in the 1970s as the result of a national planning policy, whose purpose was to integrate the country and expand the urban-industrial growth model. The metropolitan areas provide necessary manpower for industry and consumer market, so relied on tax and credit incentives to foment the development of Brazil. The aim of this paper is to investigate the historical conditions that enabled the metropolization of Ceará’ s capital, thus allowing an understanding of the urbanization process in addition to the phenomenological aspect.
