Resumo
The aim of this paper is to analyse the uses of water resources and regional social-economic conflicts that interfere in the index of water quality and quantity from superficial and groundwater springs in the Paulista part of the Mogi Guaçu River Basin...This study also approached the main political-institutional actions generated with the aim to solve the environment and hydric problems in this basin. To accomplish the actual research we carried out the following procedures: firstly we investigated the Mogi Guaçu Basin Committee actions. This regional organisation which was created in 1996 is responsible for the management of stately policies of the sector and application of studies planning and work. Secondly we carried out a study of the macro region of the Médio-Grande the Mogi Guaçu and the Pardo Rivers based on a large social-environmental survey which is aimed at orienting researchers into a more harmonious and social-economic development of these regions which can contemplate a set of actions and regional directives concerned with the water resources. The third organisation studied was the Jaguari-Mirim River Inter Municipal Consortium. These two last associations differently from the Basin Committee were created because of the will and the awakening of public and political agents and by the regional community that got together to solve social-environmental questions that declined the availability and a quality of water resources on this basin.
