CIRCUITO ESPACIAL PRODUTIVO DO CAFÉ E O JOGO DE ESCALAS (coffee productive spacial circuit and the game of scales)
Abstract
Desde a década de 1990, a adoção da ideologia e das políticas
neoliberais provocaram grandes transformações nas dinâmicas produtivas e
na relação entre os agentes do circuito espacial produtivo do café
brasileiro. Alterações no papel do Estado permitiram o aumento do poder e
da escala de ação de grandes empresas torrefadoras e tradings, em
detrimento, sobretudo, dos pequenos produtores. Dessa forma, o artigo
tem como objetivo analisar as relações de poder entre os agentes que
compõem o circuito espacial produtivo do café e suas respectivas escalas
geográficas de ação. Para isso, parte-se de uma discussão sobre a
definição e a articulação dos conceitos de circuito espacial produtivo e
escala geográfica, para depois analisar a ascendência da regulação
corporativa na cafeicultura e as alternativas de produção de cafés
especiais desenvolvidas por alguns produtores.

ABSTRACT
Since
the 90s, the adoption of neoliberal ideology and politics caused major
changes in the productive dynamics and agent’s relations in the
Brazilian coffee productive spacial circuits. Changes in the role of the
state allowed the increase of power and action scale of large companies
like traders and roasters vis-à-vis small coffee growers. Thus, this
article aim to analyze power relations in the coffee productive spacial
circuits and the geographical scales of action of its agents. It begins
by a theoretical discussion about the definition and articulation of the
concepts of productive spacial circuits and geographical scales. After
that, it analyze the ascendancy of corporate regulation and alternative
production of specialty coffee developed by some producers.

RESUMEN
Depuis
les années 90, l’adoption de l’idéologie et de la politique néolibérale
ont entraîné d’importants changements dans la dynamique de production
et les relations de l’agent dans les circuits productifs spatiales de
café au Brésil. Changements dans le rôle de l’État a permis
l’augmentation de la puissance et de l’échelle d’action des grandes
entreprises comme les commerçants et les torréfacteurs vis-à-vis
des petits producteurs de café. Ainsi, cet article vise à analyser les
relations de pouvoir dans les circuits spatiales productives du café et
les échelles géographiques d’action de ses agents. Il commence par la
discussion théorique sur la définition et l’articulation des concepts de
circuit spatial productif et les échelles géographiques. Alors, il
analyse la montée en puissance de la réglementation des entreprises et
de la production de remplacement du café de spécialité développée par
certains producteurs.
