REFLEXÕES SOBRE AS RELAÇÕES RURAL–URBANO: DINÂMICA TERRITORIAL E PLANO DIRETOR

Resumo

O objetivo deste trabalho é procurar verificar se o instrumento básico da política de desenvolvimento e de expansão urbana, o Plano Diretor, presente na Constituição Federal de 1988, e regulamentado pela Lei nº. 10.257/01 é, de fato, um artefato científico voltado para a gestão de áreas urbanas. Nosso questionamento está centrado na identificação e crítica às limitações deste artefato na incorporação de questões inerentes a áreas não urbanas. A pertinência desse trabalho deve-se às características da problemática de fundo relacionada ao planejamento territorial que deve ser tomado como pilar para a estruturação de mecanismos que possibilitem a superação do atual panorama de desigualdade sócio-espacial que influencia diretamente na qualidade de vida, na saúde humana e ambiental do Brasil, país essencialmente urbano.

Reflections on the rural-urban relations:
territorial dynamics and master plan
The objective of this work is to verify whether the basic tool of development and urban expansion policy, the Master Plan, contained in the Federal Constitution of 1988 and regulated by Law No. 10.257/01 is, in fact, a scientific artifact intended for the management of urban areas. Our questioning is focused on the identification and criticism to the limitations of such artifact in the incorporation of issues inherent in non-urban areas. The relevance of this work is due to the characteristics of the substantive problem related to territorial planning taken as a pillar for structuring mechanisms that allow overcoming the current panorama of socio-spatial inequality that directly influences the quality of life, human and environmental health of Brazil, essentially urban country.
