ECOTURISMO E AS INCOMPATIBILIDADES ENTRE AS POLÍTICAS DO CONSELHO NACIONAL DA RESERVA DA BIOSFERA DA MATA ATLÂNTICA PARA CONSERVAÇÃO E DESENVOLVIMENTO NO VALE DO RIBEIRA – SP
Resumo
Procuramos demonstrar que o estado de pobreza generalizado das
populações residentes no Vale do Ribeira, diante da exuberância dos
últimos remanescentes de Mata Atlântica preservados sob a forma das
unidades de conservação, tem sustentado o conflito sócio-ambiental
regional e delimitado a arena onde debatem conservacionistas radicais e
defensores do manejo sustentável. Dentro desse cenário, o ecoturismo tem
sido apresentado como fórmula conciliadora do cisma entre conservação
ambiental e desenvolvimento econômico. Com o objetivo de qualificar
tecnicamente as populações locais para administrarem o negócio
ecoturístico, o Estado tem promovido cursos de capacitação entre os
quais destacamos os cursos para formação de monitores ambientais. Por
meio de análise do material didático adotado nesses cursos, apontamos
dissonâncias entre a ação prática e a base conceitual que sustenta o
discurso da conservação ambiental e cultural. Dessa forma, entendemos
que a abordagem empresarial e administrativa adotada pelo Conselho
Nacional da Reserva da Biosfera da Mata Atlântica (CNRBMA) na formatação
dos cursos para monitores ambientais está grosseiramente em desacordo
com seu próprio discurso, promovendo a desvalorização dos aspectos
sócio-culturais do lugar turístico, exaltando o saber científico e a
ótica urbano-industrial e produzindo o contrário do que se esperava do
ecoturismo.

Ecotourism and the incompatibilities between Conselho Nacional da
Reserva da Biosfera da Mata Atlântica’s Politics for conservation
and development in Vale do Ribeira – SP
We aim at demonstrating that the generalized poverty state of the resident population in Vale do Ribeira contrasting to the Mata Atlântica exuberant last remains preserved in the form of protected areas has maintained the regional social-environmental conflict and bordered the arena where radical conservationist and sustained management parties debate takes place. Within this scenario, ecotourism has been introduced as a conciliating formula for the discord between environmental conservation and economic growth. Aiming to technically support the local populations, the State has been promoting training courses. Among them we highlight the ecotourism guide courses. The analysis of the didatic material employed in these courses points out the dissonances between the practice and the conceptual basis which supports cultural and environmental conservation discourse. Thus, we come to a conclusion that the Conselho Nacional da Reserva da Biosfera da Mata Atlântica (CNRBMA) business and administrative approach used to shape the ecotourism guide courses goes against its own discourse, which has been promoting the devaluation of the tourist place social and cultural characteristics through the exultation of scientific knowledge and urban-industrial point of view, leading to the opposite of what it was expected from ecotourism.
