O GTP COMO CONTRIBUIÇÃO PARA A GOVERNANÇA DE FÓRUNS NA AMAZÔNIA PARAENSE

Resumo

O artigo objetiva ressaltar a escolha de método para a análise de quatro Fóruns de Desenvolvimento Municipal (FDM‟s), criados a partir do Programa de Redução da Pobreza e Gestão dos Recursos Naturais do Pará (PARÁ RURAL), compreendidos na ideia de governança, de negociação, deliberação e implementação como espaços institucionais da gestão política. O método escolhido para analisar a área de estudo e contribuir à governança dos Fóruns de forma integradora na
complexidade do Bioma Amazônico foi o Geossistema, Território e Paisagem- GTP (fonte – recurso – identidade). Neste sentido a paisagem assume, além dos aspectos naturais, uma dimensão fortemente histórica, ligadas às formas e ritmos da sua apropriação e que repousa sobre as inter-relações materiais e energéticas, cujo ajustamento está na relação entre homem e a natureza. Desse modo, a metodologia se constituiu essencialmente no levantamento bibliográfico de literaturas que referenciam sobre território e paisagem. Diante da complexidade do tema proposto identificamos que tanto a governança
territorial no âmbito público, como a relação do Estado-mercado-sociedade civil, precisa de ajustes para garantir os objetivos propostos pelo Programa.

THE GTP AS CONTRIBUTION TO THE GOVERNANCE OF FORUMS ON PARAENSE AMAZON

Abstract

This article aims to emphasize the choice of method for the analysis of four Municipality Development Forums (FDMs), created based on the Pará Program to Reduce Poverty and Management of Natural Resources, understood on the idea of governance, negotiation, deliberation and implementation as institutional spaces of policy management. The method chosen to analyze the study area and contribute to the governance of Forums in a integrative way to the complexity of the Amazon biome was the geosystem, Planning and Landscape-GTP (source - resource - identity). This way, besides the natural aspects, the Landscape takes a strong historical dimension, linked to the forms and rhythms of its appropriation, resting on material and energy interrelations, whose adjustment is in the relationship between man and nature. Thus, the methodology consisted essentially in bibliographic study of reference literature about the territory and landscape. Facing the complexity of the theme under study, we identified that both territorial governance in a public perspective, as well as the state-market-civil society relationship needs adjustments in order to accomplish the objectives proposed in this program.
