DESEQUILÍBRIOS REGIONAIS NO MUNDO: O EXEMPLO RECENTE DA UNIÃO EUROPÉIA
Resumo
O trabalho analisa os desequilíbrios regionais da União Européia
(UE) em diferentes momentos de sua formação histórica e com base nas
diversas escalas de sua configuração espacial. As mudanças recentes,
isto é, desde 1995, nos desequilíbrios regionais expressam aspectos
significativos trazidos pelas sucessivas incorporações de novos países:
os desequilíbrios eram bem menores na Europa dos 6 países formadores do
que na Europa dos 9, dos 10, dos 12, dos 15, dos 25 e dos atuais 27
países. O mesmo ocorre quando se calcula o índice de desequilíbrios
regionais para as regiões NUTS 1, as regiões NUTS 2 e as regiões NUTS 3.
A crescente heterogeneidade da União Européia trouxe, portanto, maiores
índices de desequilíbrios regionais e maiores diferenciais de renda per
capita, também objeto de análise no artigo. Estas questões colocam
novos e importantes desafios para a política regional da União Européia.

Regional imbalances around the world:

This work analyses regional imbalances present in the European Union (EU) along different moments of its historic constitution, based on scales regarding its spatial configuration. Recent changes, meaning changes that took place since 1995, in regional imbalances express meaningful aspects brought up by successive inclusions of new countries. Imbalance was less evident in Europe when there were only 6 countries constituting the Union than when there were 9, 10, 12, 15, 25 and the current 27 countries. The same occurs when one calculates the index of regional imbalances for regions NUTS 1, regions NUTS 2 and regions NUTS 3. Therefore, the increasing heterogeneity in European Union was accompanied by larger indexes of regional imbalances and larger differences in income per capita, which was another purpose of analysis of this article.
