SISTEMA VIÁRIO E RECUPERAÇÃO DE RECURSOS HÍDRICOS (CÓRREGOS E NASCENTES) EM SÃO CARLOS/SP
Resumo
Este trabalho apresenta um conjunto de projetos desenvolvidos
pela Prefeitura Municipal de São Carlos para reduzir os impactos
causados pelo seu sistema viário em alguns recursos hídricos da cidade
(nascentes e córregos).Os projetos mais relevantes são os de três
trechos de avenidas marginais que tiveram seu traçado revisto após
condenação da Prefeitura, que tinha implantado suas avenidas dentro da
Área de Proteção Permanente (APP) sem autorização dos órgãos de proteção
ambiental. Essa revisão procurou criar áreas verdes de parques e de
reconstituição de mata ciliar entre as avenidas e os cursos d’água e
resultou em um Termo de Ajustamento de Conduta entre as partes e a
Promotoria do Meio Ambiente.Além das avenidas, são aqui apresentados
dois outros projetos: o primeiro previu a retirada da tubulação de
concreto que soterrava 300m de córrego em área urbana e a implantação de
um sistema de proteção das margens com toras de eucalipto não tratadas e
a plantação de vegetação para estabilizar o terreno. O segundo propõe
(ou propôs) a recuperação das erosões numa nascente, causadas pelas
enxurradas de um loteamento em área de manancial. Em todos esses
projetos, houve a busca por umraciocínio integrado entre agenciamento
das técnicas de infra-estrutura,mobilidade urbana e paisagismo para
implantar uma nova postura sustentável no tratamento dos recursos
hídricos do município.Palavras-Chave: Recuperação ambiental,

Abstract
This work presents a set of projects developed by the City Hall of São Carlos to reduce the impacts caused by its road system on some water resources of the city (springs and streams).The most important ones are on three stretches of riverside Avenues which had their courses revised due to the legal conviction of the City Hall for building its avenues inside the Permanent Protection Area without sanction from environmental protection agencies. That revision intent to create new green area parks and restore riparian forest between water courses and theavenues, having thus created the "Term of Procedure Adjustment" between the parts involved and the Public Prosecutor’s Office of the Environment.Besides concerning the avenues, two other projects are presented:The first one is the withdrawal of the concrete tubing which forces down 300 meters of stream under urban area, by creating a system of edges protection with untreated Eucalypt logs and by planting vegetation to hold steady the surrounding areas.The second project is the recovery of fountainhead erosion caused by torrents on a residential area established over a source of water area.In all these projects there have been a search for a single reasoning in order to manage infrastructure techniques, urban agility and landscapes planning to implement a new sustained trend in treating the water resources of the city.
